What I mean is,is it okay to create characters in A fanfic without oficially submitting them as fan characters?

Because I have absolutely no clue on how to draw on MS paint.

HOWEVER, by creating a character page for the character(s) involved aids in the process of readers "getting to know" that character. Their personality, their history and what they look like. (Images can describe things that words cannot, and visa-versa.) So it's highly suggested that you do create a character page for your character(s), even if you use line art or other free resources to visually depict what they look like.
